Is this the same Kentucky QB Tim Couch who was a total bust in the NFL? If so it would explain why, he wants to know who thinks he's a total bum.
for clarity, this is the Kentucky state Legislature, and it's not the same Tim Couch. But that ironically goes to show requiring a full name on blog comments would prove nothing; people would just assume his comments stemmed from long-simmering animosity toward the Heisman committee or something.
